Registration

Any person seeking to place facilities on, in or over the public rights-of-way, shall first file an application for a construction permit with the City and shall abide by the terms and provisions pertaining to use of the public rights-of-way. 

The person must register with the City. Registration will consist of completing this online registration application, submitting a current certificate of insurance and paying an annual $50 fee to keep registration current with the City.  The contractor registration fee can be paid in person when the permit is ready to be picked up.

If the registrant currently operates under a franchise agreement with the City, the annual fee is waived.

 

Franchise Utility Exemptions

Exemption #1: If a Franchise Utility Company is doing routine maintenance that does not require excavation, does not block traffic lanes and/or sidewalks during peak traffic hours between 7:00-9:00 am and 4:00-6:00 p.m. on weekdays or does not block traffic lanes for more than two hours during any non-peak traffic period.

Exemption #2: In the case of a customer service interruption and imminent harm to property or Person ("Emergency Condition"), a Person may excavate the pavement of a street or Public Right-of Way without first complying with the City requirements. The City must be notified as promptly as possible at 817-788-7212 regarding the work performed under such Emergency Conditions and they shall comply with the City standards for restoration of the Public Right-of-Way. A permit application still needs to be completed ASAP after the emergency repairs have been completed.

 

Registration Information

  1. Person's Name
  2. Current name, address and telephone number(s) of a contact employed by and with decision-making authority for the person and who is available twenty-four (24) hours per day. 
  3. Proof of insurance containing following provisions:
     a) Name the City and its officers, employees, board members and elected    representatives as additional insured for all applicable coverage;
     b) Provide for thirty (30) days' notice to the City for cancellation, nonrenewal, or material change; and
     c) Provide that notice of claims shall be provided to the City by certified mail.
